Climate & Law Initiative India (CLII) is an India-focused knowledge hub on climate law and policy. It will track and analyse legal and policy developments related to climate change in India. India is an emerging economy undergoing rapid transformation in its legal, policy, and financial sectors, with a growing focus on climate change. CLII will keep pace with these rapid developments as a climate knowledge platform and an expert-practitioner network.

To advance equitable, accountable, and resilient climate governance in India through strong legal frameworks, inclusive policies, and rights-based approaches.

The CLII works to strengthen India’s climate governance by producing detailed, accessible, and evidence-based legal and policy research. We aim to support institutions, empower communities, and advance just and inclusive climate action by bridging regulatory gaps, informing decision-making, and fostering collaborative approaches across sectors.

Avadhi Jain

Avadhi is a climate law and carbon markets consultant based in India (LLM, UCL). She advises companies on voluntary carbon markets, climate compliance, and legal strategy. Her work focuses on transparency, environmental justice, and sustainable climate action in India’s regulatory landscape.​​​​​​​​​​​​​​​​

Nabeela Siddiqui  

Nabeela Siddiqui is an emerging scholar in the field of Law and Policy. She is an Assistant Professor of Law. 

Chhaya Bhardwaj

Chhaya is an Associate Professor and environmental lawyer with over a decade of experience in environmental education and law. In 2024, she contributed to the International Court of Justice’s advisory proceedings on climate change. She is currently pursuing a PhD from Dublin City University, Ireland

Climate & Law Initiative India (CLII) is an independent research platform dedicated to advancing climate governance through legal, regulatory, and institutional analysis. We study the intersections of climate policy, public finance, markets, and state capacity, with a focus on strengthening India’s transition pathways.

Our work spans four core verticals— Climate Finance, Climate Adaptation & Policy, Climate Mitigation & Just Transition, and Carbon Markets. Across these domains, we examine how laws, regulations, and institutional design shape India’s climate ambitions, and how evidence-based research can support more effective, transparent, and equitable climate action.
